According to HRANA, the Islamic Republic’s judiciary executed at least 286 prisoners across the country in November 2025. This figure indicates that during this single month, Iran executed an average of almost 10 people per day, meaning one execution every two and a half hours.

In its latest monthly report published on December 1, 2025, HRANA documented 268 executions carried out, 9 new death sentences issued, and 8 death sentences upheld during November.

On August 26, 2025, the Iranian Psychiatric Association sent a letter to Gholamhossein Mohseni-Ejei, head of the Judiciary, warning about the severe psychological and social consequences of public executions and calling for their immediate suspension.

HRANA also previously reported the secret execution of 18 additional prisoners in November, whose cases were confirmed only after significant delay, highlighting the judiciary’s persistent lack of transparency.

This delay between the executions and the publication of information shows that even the current statistics represent only a minimum estimate, as many cases become known months later due to systematic concealment by judicial authorities.

The continued escalation of executions in recent months has drawn serious international concern and triggered widespread criticism both inside and outside Iran.

On November 18, 2025, the Third Committee of the UN General Assembly adopted a resolution condemning Iran’s human rights violations, with 79 votes in favor and 28 votes against. The resolution highlighted the dramatic rise in executions, worsening violations of women’s rights, suppression of protesters, and Iran’s ongoing cross-border repression.

On October 30, 2025, Mai Sato, the UN Special Rapporteur on human rights in Iran, stated at a meeting of the Third Committee that the Islamic Republic, through its extensive use of the death penalty, is moving toward “crimes against humanity.”

Earlier, on the occasion of the World Day Against the Death Penalty, HRANA reported that between October 11, 2024, and October 7, 2025, at least 1,537 individuals were executed in Iran.
