The U.S. Department of Justice announced that three men were arrested on Friday, June 5, 2026, in the states of Kansas and California on charges of conspiring to provide material support to the Islamic State (ISIS).

According to a Justice Department statement, Bisam Ghafoor, 21, of Leawood, Kansas; Elias Shamsaldin, 21, of Porterville, California; and Brin Dezayi, 25, of Lakeside, California, were charged in a criminal complaint filed in the District of Kansas with conspiring to support a designated foreign terrorist organization.

Federal authorities allege that the three men collectively transferred more than $2,000 to an individual they believed to be affiliated with ISIS. The Islamic State is designated by the United States as a Foreign Terrorist Organization.

According to court documents, Ghafoor allegedly stated in online messages that it would be “cool” if his name were written on a drone used in an attack against Americans. Prosecutors say Dezayi suggested that U.S. Special Forces personnel should also be targeted by drone attacks.

Additional messages cited in the complaint allegedly show that Shamsaldin expressed a desire to stab and injure a U.S. soldier. Ghafoor is also accused of stating that he had “always wanted to behead and kill a female soldier” and adding, “I wish I could kill 300 million Americans.”

Acting Deputy Attorney General Todd Blanche said the case demonstrates the cooperation between FBI agents and federal prosecutors in California and Kansas. In comments to Fox News, Blanche said he was pleased that authorities were able to intervene before any attack occurred, while emphasizing that threats from individuals seeking to harm the United States and its citizens remain an ongoing concern.
